As already stated, value has nothing to do with developement - look at Babel, how much did he cost - how far is he from the finished product?
Likewise, it would be ridiculous to suggest that when Agger was brought in (having just turned 21) his development was complete.

utter bull - Jones went straight in to the first team. His first game was against Man U just days after he signed.

Correct, Jones was signed as a first team player to replace the ancient Stevie Nicol and played against ManU like a day after he arrived (very well too if I remember correct) - its both silly, and completely idle (and anachronistic) speculation to suggest Rafa would or would not have done anything with relation to him. Apart from pointing out that he was a great player and Rafa is not stupid.

Heggem I always had a huge soft spot for, not sure he was defensively that sound really but he was great going forward and a real joy to watch before his injury problems. Good for him releasing that statement, once a lfc player, always a lfc player

Rob Jones is probably (definitely?) the best signing Graeme Souness has ever made in his managerial career, certainly during his tenure in charge at Anfield anyway. Jones had actually played for Crewe against Liverpool in the then Rumbelows Cup in September 1990, and was on the end of a hiding, as we won 5-1 at Anfield and 4-1 in the return at Gresty Road. Little did we know that in a years time the name Rob Jones would become a familiar one to Liverpool fans. There were big changes happening at Anfield, with the new Souness revolution about to start, and the scouts were monitoring events at Crewe, and obviously young Rob must have impressed the hell out of them.

With the need to recruit English talent due to the 'four foreigner' rule in Europe, which was a real pain in the arse, Rob fitted the criteria the reds were looking for and he quickly showed that moving to a bigger stage posed no problem for him. He made a surprise debut for the reds (or the 'greens' as they were that day) at Old Trafford in October 1991, where he marked a young Ryan Giggs out of the game completely in a goalless draw, earning rave reviews from all and sundry. Souness had unearthed a rare gem of a player, although Jones turned out to be one of the Scot's few successes in the transfer market.

He adapted to the pace of top flight football with little difficulty at all, and within four months of joining the reds he was wearing the three lions on his chest when England boss Graham Taylor called him up for the game with France at Wembley in February 1992 (a game in which a certain Alan Shearer also made his international bow). Less than six months earlier he had been playing lower league football with Crewe, and surely he couldn't have envisaged how quickly things would happen for him. He even went back to Crewe with the reds for an FA Cup tie at Gresty Road in January 1992, where he displayed to his former team-mates just how he had come on in leaps in bounds since joining the reds.
