i don't understand why torres played in a fa cup game, yet might be rested for a premier league game we need to win which enables him to play for spain and possibly get injured again?

I think that thing is that you are reasoning with hindsight. Before the Everton game it was obvious that he was clear that he was getting fresher with more games and it seems reasonable to assume that more games = sharper. Having seen that FA cup game he looked shattered and that makes it a possibility that he may need a rest against Pompey to prevent injury. Personally I'd play him Saturday.
