    They can't (except in certain circumstances). It's probably because you aren't scanning Man City sites for every little detail - the media say Man City or whoever have signed or confirmed a deal with some player and you don't bother to check that they haven't actually put pen to paper yet.

                        This is a relief. We've signed the best footballer ever to come from Greenwich (full name Glen McLeod Cooper Johnson) so 17m looks like a bargain when you think of it like that. We're on the up lads.

                          so it being on the offal is not a sign of confirmation for you? as to why on july 1., its because the transfer window opens then, and you can't sign a player before that date (unless he's out of contract)

                            I am pleased that we have won this 'battle' for his signature - whilst 2nd in my eyes as a priority signing (I still think we need this elusuve creative attacking wide man from mars) I think it's a great signing and sends a message that we are in it to win it, and not just going to sit in the sidelines the summer and pick up whatever we can - we went head to head with the financial clout of chelsea and won - My only concern is the fee mentioned seems a lot to me but thats just the way football has gone and I am pleased that we have competed for a big money signing and won!!! - god only knows what would have happend on this site and other forums and in the media had we lost out to chelsea because of £2m or something
