Scallywags in Toronto is home of the LFC... Its on St.Clair, right by the subway stop.
Was just there for the Everton derby and the CL draw at PSV. Its a low-key place, but have the flat screens and a large projection screen and the food is good as well. There should be no cover charge as most matches are on TV in Canada anyway... I don't know if there is cover for things like England internationals, but most pubs have got rid of cover charge in North America thanks to new broadcast rights for the Premiership here this year... As for the schedule, Scallywag's shows almost all LFC matches. We've been on TV every week here in the USA; I haven't missed a game. Since Canada has even better coverage than we do, I assume you're good. The schedule of matches in on their website here:

That I do not know... I know that when LFC came to NYC and Toronto, it made very little difference in terms of tickets, but as for year round events (and/or trips to Anfield), I don't know what your interest level is. That said, I never join really because I like friends I don't have to pay to hang out with... Tell your mate it's definitely not a waste of money. I was there for 9 months and the reds took good care of me.
