Is it the foul given for the first of the second contact, the first contact is outside the box, but he is caught with the second leg on the line/in the box. If the foul is the first contact it's a freekick, if it's the second contact I'm still not sure if it''s a freekick or a penalty.

Horrible to watch. Midfield doesn't exist and the worst I have seen from Raul this year. He is totally invisible and his defending is poor to say at least.

Tackle seems to be in the box and I think the side ref used that to point to the penalty spot.
