That is exactly what it is.I may be wrong and I base my judgement on pure guess work but I read Suarez has a clause that if any club bids 40m it triggers the ability to speak to the player to make him an offer, then the buying club have to come to some agreement with Liverpool.
I may have dreamt this whilst drunk.

I think if Suarez did have a buy out clause, Specially as low as 40m he would be gone allready.
The longer it goes on, the less I believe there is anything in place._____________________________________

All any of this really tells us is that journalists (and others) don't know the legal situation about release clauses and yet are prone to talk about them like they do.
There's a correct answer to the issue but we don't have it. So in the absence of anything definitive, I'd say this is the most useful indirect evidence:

The Liverpool striker has once again commented on his future in the media, and says he is "disturbed" by the Anfield outfit's absence from the Champions League
Liverpool forward Luis Suarez has once again heaped praise on Spanish giants Real Madrid as speculation continues to surround his future on Merseyside.
The Uruguay international, currently in Brazil for the Confederations Cup, had previously claimed he would relish the chance to play alongside Cristiano Ronaldo for los Blancos.
And now the 26-year-old has begun discussing the qualities he feels he could offer Madrid, saying he would give his all for the Santiago Bernabeu outfit.
“I will give my soul every time I step on the pitch,” Suarez revealed when asked by El Pais what he would bring to a team like Madrid.
“I have done this with Uruguay, Ajax and Liverpool. I do not hold anything when I finish a game.”
Suarez also reiterated his belief that joining Madrid would be the pinnacle of any player's career, and admits he is disappointed that Liverpool will not be playing in Europe next season.
“A player always aspires to be at the top of their profession and Madrid is at the top for any football player,” he continued. “But, do you know what it is like to play for Liverpool?”
“It disturbs me that Liverpool are not in the Champions League every season.
“I’ve suffered at Liverpool, but when I think of what it represents to play for this club, and the love my daughter has - she sings the hymn - the hairs on the back of my neck stand up when I play at Anfield.”

Nothing really wrong with what he said there tbh. I think the media as usual will make mountains out of molehills.

That is the rules in Spain.
Reina also had a buy-out clause in his contract. He signed a new deal after that.
Higher wages but no clause allegedly.

As I see it Suarez hasn't acted any different than almost every player at the club would do if he had a chance to move to Real Madrid.
If Real want to sign Coutinho next summer then he would probably also want to leave.
As long as we don't play in the CL then our best players will continue to demand a move if a club like Real get interested.
I don't call a player a c*nt etc because of it. It is up to the club to strenghten the squad so we will qualify for the CL so the best players end up staying.
