Just looked it up, apparently the FA "did not find the reference to Ferdinand's colour or race an aggravating factor such that it would double the ban."

Here is a theory on Suarez. He said he wants to stay, is loved by the fans. But deep down he wants champions league so engineered this so he would get sold to a champions league participant but not look like a Judas / fallout with fans in the process. Dunno but interesting.
