I don't think he can get fined for it, what would the basis be? Klinsmann didn't back in the day, and if the FA aren't going to do anything about repeated managers singling Suarez out then they'll prove themselves an even bigger joke if they do the guy for a celebration even Gollum said was amusing.

He'll get fined for inciting the crowd. Everton will not be fined for the missiles being thrown. Chelsea fans will be fined for the objects being thrown and Hernandez will not be fined for gesturing towards them.

Hate to say this but the more I watch it the more it looks deliberate. It just isn't where he would naturally plant his left foot while running, and looks like he's stretched out to get to Distin's ankle. Doesn't mean it wasn't accidental, but it does look suspicious.
Edit: re your comment above, he gets nowhere near the ball, so at best it's a piss poor striker's tackle, at worst a professional (and rather cynical) foul. Don't get me wrong, I love Suarez, but let's not forget he's got a bit of form for lashing out, and that just looks suspiciously like a red mist moment to me.
To anyone who thinks Suarez deliberately stepped on Distin's ankle, think about it please. Running at that pace behind the defender who is also sprinting and then turning like he did, I reckon it would take some skill to find his ankle with accuracy Luis did. Infact, I don't think he could do it again like that if he tried. Looking at it again it was an accident and nothing more IMO. Luis is clumsy and his desire to get the ball when sometimes he should know it is impossible (even for him) gets the better of him.
