To be honest the role of captain is a load of old bollocks really. You just need to be able to say "heads" or "tails". I'm assuming Suarez's English can cope with that so it would seem that he meets all the necessary criteria

In all seriousness, I suggested it as a way of fostering some behavioural responsibility on the pitch. He's played a blinder this season with no hint of diving or other issues (not sure if I imagined him smashing his elbow into a West Ham player's fave?)
