A serious amount of the Bale value is in marketing. Suarez is much less of an asset in those regards. Barcelona and Bayern are highly unlikely to buy a player with that reputation, we wouldn't sell to City, United, Chelsea or Arsenal. Which means a market of one club - Real Madrid. Given that they have Bale and Ronaldo they would probably only be willing to pay a footballing value.
