I think it's between Arsenal and Man City. Arsenal a proven bottlers and the Champions League could distract Man City, it's not an issue they have had to deal with before.The only gracious way to accept an insult is to ignore it; if you can't ignore it, top it; if you can't top it, laugh at it; if you can't laugh at it, it's probably deserved.

i think arsenal are in freefall at the moment. the negativity around the playing staff is pretty strong and the way they fell away at the back end of the season again was shocking.
cant see man city falling out of the top 4 because they will buy more players and perhaps even replace mancini.
utd will always be there or there abouts and being honest they won the league with an average team so they have the know how. but they still need to find replacements for van der saar, scholes, giggs, neville, and looking ahead ferdinand who is 32 already. Others including berbatov, owen, vidic, evra, carrick, wes brown are near to or over 30 so its a fair bit of rebuilding to do.
chelsea are an aging team and they too will need to replace a few lads but the fifa financial fair play rules might impact somewhat.

sums it up pretty well - United and to a lesser extent Chelsea really need to look to replace a lot of their first team playing staff in the next few seasons, I think though for the time being they're pretty safe as top 4 sides.
Citeh I think will stay top 4 BUT as with Spurs the added distraction of CL football could catch them out (don't think it will)
This leaves Arsenal, they really could be in serious danger or dropping from the top 4 this coming season, that back 4 as you said is shaky to say the least and they desperately need to bring in a decent keeper.
You hope with a few good signings we'll be back in for the next season as without a doubt that was the poorest season in terms of quality for many a year

I'd guess Arsenal unless they have a really good summer, although pondering that question I've come to the conclusion that we must have a really, really good summer!
