If I was in charge of the FA, I would probably have a flat out bribe (ideally paid for from TV money higher up the pyramid. I would have done it at the point of renegotiating the compensation for young players being transferred but that ship has sailed). A payment made for playing X under 21 players for Y minutes. Most clubs have financial difficulties and would probably find it hard to resist complying. Self interest is usually the only way. You could also give bonuses for the number of England youth internationals provided I suppose.Originally posted by Exiled_red View Post

That's not bad. Or you could say that we'll pay a percentage of wages according to their percentage of playing time.
