I always felt away goals should only count double in normal time. If a tie goes to extra time the away team in the second leg has more time to score one then the other team did.

Yes, the league cup and European games have different versions of the rule wrt to extra time. I can never remember which one is which though.

I think the EL must have the same rules as the CL which is us going straight out at 3-1

They don't necessarily count as double. If the score is level after both legs it then goes down to most away goals, best way to look at it.
