          My only answer is because the manager doesn't think he is good enough or thinks others like Brannagan are ahead of him.
          The other young lads on the bench are defender in Smith and Randall so that suggests the balance of his options for cover

          Sturridge, Ings, Origi, Flanagan, Milner, Hendo, Skrtel and Gomez would be in every squad if fit imo.
