So I saw this somewhere; there is a rule that a phase of play is reset when the defense is set up again, and just having possession briefly does not constitute that. So apparently it was rightfully being reviewed. As for the foul I think it's hard to say - I'm pretty sure we'd all be claiming foul if it all happened the other way around
It's not a foul on De Gea but some people think goalkeepers shouldn't be challenged. If De Gea was in control of the ball then fair enough but he wasn't.
Anywhere else on the pitch and that's not even debated.
If that's a foul we might as well just say that you aren't allowed to touch the GK, at least that way the rule is clear.
