So I saw this somewhere; there is a rule that a phase of play is reset when the defense is set up again, and just having possession briefly does not constitute that. So apparently it was rightfully being reviewed. It's not a foul on De Gea but some people think goalkeepers shouldn't be challenged. If De Gea was in control of the ball then fair enough but he wasn't.
