Will 5th place qualify for CL if City/chavs win it this year and come top 4?

Does that spot then get dished out to the EL winners if the double-worst happens and Arsenal win that?

No, if the Chavs win is and finish top 4, then only those 4 would qualify. If they win it but finish 5th, then the top 4 and Chelsea would be in it.

However, if the Chavs win it and Arsenal win the Europa, but both finish outside the top 4, only the top 3, plus Chelsea and Arsenal, would be in the CL. Maximum 5 clubs from one league.
