Don't agree. He's offside during the build up after the ball is played forward to the winger and there's no contact or touch by a liverpool player between then and when he heads it. Therefore, he's offside and penalised when he becomes active (heading the ball) as he didn't make any attempt to move back into an onside position before meeting the cross.
Did check Law 11 before posting this (and Robbo has his arm up at the time the pass to the winger was made)
