There’s always discussion around this topic every transfer window & I know I get confused with it every time & then I can’t find the details discussed as they are scattered over so many different threads. So with a bit of help maybe we can keep it in here for easy reference. Worth a try at least.

Premier League Squad Registration Rules

A Premier League club is allowed to sign a maximum of 25 players in the squad. However, a team can sign as many U21 players as they want.

Out of the 25 players, there can be only 17 'non-home grown' senior players. So the rest eight must be 'home-grown' players if a team needs to fulfill the maximum quota of 25. A non-home grown player can be of any nationality and age.

What constitutes a 'home grown' player?

'Home Grown' means that a player must have been on the books of a club affiliated with the Football Association (England's governing body) for at least three years before they turn 21 – it does not mean that they have to be English.

Cesc Fabregas, for example, joined Arsenal at 16 and was classed as a homegrown player despite being a Spanish international. But the Brexit has made things a bit more complicated.

The UK's exit from the European Union (EU) means that England will no longer have access to the Union’s single market of free movement of labour.  So clubs will not be able to sign players from overseas until they are 18. Hence the likes of Fabregas, Paul Pogba, Hector Bellerin could not have been signed by their respective clubs back then as they were all below 18.

But, if a player is signed at 18 and he plays for three years in the Premier League, then he will be considered as home grown, even when he becomes a senior.

A Premier League club can choose not to have eight home grown players as the maximum squad size is 25. So if a team has five home grown players then they can register only 22 players in their roster.

Williams & VDB have gone out on loan from memory so we are short a few players on the HG side as I see it.

We’ve got quite a few U21 players to call on with Elliot & Doak being the standouts that we can expect to see on the team sheet but we do look light on in this department .

Not sure where Bradley & Moreton fit into the scheme of things ( both U21’s I think? )

In Europe, eight squad places are reserved for ‘locally trained’ players, which are either:

Club-trained players: on a club’s books for three years between the ages of 15 and 21.

Association-trained players: on another club’s books in the same association for three years between the ages of 15 and 21.

No club can have more than four association-trained players among their eight locally trained players.

One minor point, the term foreigners is not strictly accurate. In the same way players such as Fabregas counted as homegrown. Players such as Owen Hargreaves who was English but wasn't on the books of an English club until his mid 20's wouldn't count as HG, same applies to Eric Dier.

Also the difference in rules between PL and Europe mean that there can be players who count as HG for the PL but not for the CL - now that he has signed for Real Madrid, I believe Bellingham would be one such player. The lack of a lower age limit for PL would make him eligible for HG status there, but the lower age limit of 15 in Europe means he wouldn't count as HG for any English club who may sign him in future.

One other thing to note about the B-list for Europe is that U21 players need to have been eligible to play for the club for at least 2 years in order to be listed as B list players, if they are unable to do this, in order to be able to play in the competition they need to be listed on the main list taking up a non HG spot. I dont think its workable. Prices for English players are alredy ridiculous.

It would mean more youth players filling out the squads, but I think that would make the league less competitive and less attractive.

Which would mean less game time for these kids which stifles their progress

So with Gravenberch being just 21 he doesn’t count in the 17 till next year does he?
