The foul didn’t occur when they were shoulder to shoulder, it happened after that when Salah got pushed over Williams leg. A foul isn’t judged on the point of initial contact only, that would be ridiculous.

When the two defenders tried to sandwich salah it looked shoulder to shoulder, but then the defender on salah's left pushed a leg out wide it became a foul.
