I'm not entirely sure which law they decided that the Pakistanis had broken but if the match referee thinks the game should go ahead then I would imagine that the law left it up to the umpires discression - so it came down to a judgement call by them and sothey should be held accountable.

I think if you fail to turn up, as the Pakistan team did after tea, then you automatically forfeit the game. The umpires gave them ample chance to play on, they even went to the dressing room to find out if they were coming out.
The laws of the game should have allowed the game to continue, but the laws didn't allow it.

Because they wanted to indirectly discredit Hair. If he retires under a cloud of bad publicity the tough decisions are made for them since Pakistan refuse to take part in any game he umpires. Combine that with not umpiring Aussie matches cause he's supposed to be impartial then that's about a quarter of the decent test playing nations he cant umpire.

This is a bit late now...but I was there at that match, frankly I'd have been happy for the announcer to actually tell us what was going on rather than leave us in the dark.

We don't know do we? The hearing hasn't convened yet. We do know that the english team manager visited the match referee between the 2nd and 3rd tests to say that they were concerned about the amount of ball tampering that was going on. Recently Afridi was caught on camera by a indian newspaper saying this "off the record":

Thing is they all do it, all the sides. This either needs to be made legal or stamped out all toghether.
