As revealed last week by M.E.N. Sport, the `Hispanic causing Panic' will be the Hitman's first opponent since December's defeat to Floyd Mayweather.
Now the Hatton camp are discussing a venue and an undercard before making an announcement later this week.
The City of Manchester Stadium remains the frontrunner, with Hatton keen to fight at the home of his beloved City.
But an 11th-hour bid by Wembley for the clash has cast doubt over the Hyde-based fighter's homecoming.
"My next fight will either be on May 24 at City or a week later at Wembley," said Hatton. "This will be the most important fight of my life.
"You only really find out about yourself as a fighter and a man when things go wrong.
"I've had a setback and it's been the worst period of my life. But I am determined to return to winning ways."
Hatton's father, Ray, insists Eastlands is the preferred venue. He said: "City are favourites and we are ironing out a few things."
Lazcano is ranked number four by the IBO and has won 37 of his 42 fights, including 27 knockouts.
The 32-year-old Californian was set to fight Hatton two years ago, only to have to pull out with a broken hand.
