Well there is an element of surprise as well. If you let someone get too much ahead, it's quite difficult to bridge that gap on a shorter distance as there is an element of endurance as well.

Well if you leave horses running without any jockey they'll probably be sprinting for a 4000m race until they're blue in the face and they'll probably finish the race at a canter.

100m, 200m and 400m sprints in the track and field is different, it's a straightforward explosion of speed for that distance. Cycling is more tactical, as you basically cannot 'explode' for say 1km. So it's about timing and knowing exactly when to reach your optimal speed. Cavendish for example, is a master of it.
