My youngest daughter is 9 and has been having serving difficulties. She's doing well now, the coaches have all recommended buying a "nerf ball or nerf dart" and throwing it. Get into the nike tick position or javelin position and throw and keep going until you build muscle memory. Then include the finishing position into the throw. Once he's mastered that buy something called the servemaster which is basically a rubberball connected to a rubber grip and you can simulate the path of the racket back and through the swing with it
You will notice massive changes in his serve at this point as the last thing you then need to teach is ball toss as all the other components have been programmed in to the muscle memory

trying to teach him the improvement comes with dedication and practice - not easy..!
