Found it outside Karlsruhe train station, South-West Germany. Having just read up on it, it's part of a Car Culture exhibition...

lOl, It's not actually a young boy, it was a dancer, some girl. Part of a public, outdoor exhibition by a famous artist called 'Body Spaces', he uses local dancers/people and they go on a run through a city and do these sculptures. I think he's done it in many different cities.
