True, fair point but I think this has had too much coverage for them to keep quiet and do nothing. It's less controversial to ban him for 3 games simply because there's a precedent.
What with Brooking kicking off at the FA over youth development they can't afford to be taking many more hits.

They don't actually need a red card to impose a ban. Chelsea striker Didier Drogba has been charged with violent conduct by the Football Association after throwing a coin at Burnley fans during the Carling Cup fourth-round tie on Wednesday.
The Ivorian quickly apologised for his actions but the FA and the Metropolitan Police confirmed on Thursday they were investigating.
The FA have also written to Burnley to request information on missiles thrown at Chelsea players from the Burnley section at Stamford Bridge.
A statement on their website said: "Chelsea striker Didier Drogba has been charged with violent conduct. Drogba is alleged to have thrown a missile into the away section of the crowd after scoring during the League Cup match at Stamford Bridge."
