Seriously mate, Arteta's left leg reached back, got nowhere near the ball and caught Carrick, making him lose his balance. How is it not a penalty?
It's frustrating as **** and it was only a few mins before the break, typical everton couldnt hold on. But that aside, in terms of the rules, it's a penalty.

The same things are causing us to drop points recently and they're the same things that are a consequence of Rafa refusing to ever accept that some of his methods simply wont work in english football.

It can look soft because Carrick didnt go down, but Arteta's leg was swung at him, without making any contact on the ball. I hate the fact that it was given but being brutally honest, swinging your leg at an opponent and catching them IS a foul, much as i hate to seem those ******s winning.
I've not seen the incident but sky sports score centre says this:
Carrick wins a penalty after he is caught by Arteta. A tad controversial that as the Spanish midfielder might not have mad the challenge inside the area
... but no one on here seems to be mentioning that
