Given counts because even though he's from Ireland he was at Blackburn between the ages of 18-21 therefore he's "trained in England" and qualifies as homegrown. Same as us with Insua. So if a Premiership team has to buy Insua in the future he counts towards the 8.

For example, Pongolle is a homegrown player even though he's French. By the same token, someone like let's say Hargreaves isn't because despite having national connections with England he was trained in Germany with Bayern, therefore isn't homegrown in the country.

I'd imagine something like red g's squad but I can't see them leaving De Jong out I'd probably have him in instead of Patrick Vieira. I can't really see Jo being in their squad either so I'd expect him to give way for their next signing.
