That would be utterly suicidal. You'd have about 2 teams who could genuinely win it, and that's all.

Then you close the comp to teams such as cluj/MSK Zilina/ CFR 1907 Cluj-Napoca and their leagues and so on therefore not allowing weaker teams/leagues from entering ..but don't see how they could enforce this.

In that case, if you only allowed the actual champions from strong leagues to enter, you'd do well to be able to start the competition at the quarter finals stage.
