What needs to happen in that situation is one of the following:
1. The club needs to invest heavily - take a gamble
2. Hope that one of the exisiting top 4 falls away for whatever reason (as we did)
3. Get in a top manager and give him time to work on a project (bit like Rafa)
At the moment I think the top 4 is in a bit of a transitional phase. Only the top 2 are assured of top 4 next season. Will be interesting to see what Spurs do once Harry becomes England manager (inevitable). Chelsea are on the slide, big time. Same for Arsenal. We had a great chance this season, what with the heavy investment, but the players we've bought just haven't delivered. If we miss out on it this year, we HAVE to make it next year or I think it will really give us a mountain to climb. Basically, what I'm saying is, whatever we do this summer - whether we stick with Dalglish or not - we have to get it right.
I remember Rafa used to get sooo much stick for wanting to qualify at all costs, and do well in the Champions league, like he was a **** for not treating the Prem with the same importance.
