I don't think the original signing was terrible, but what happened after that with the loans definately was.

He was/is a terrible signing, from what i've read Rafa's hands were somewhat tied.

However is he worse then Carroll, Downing, Adam and Henderson? hell no.

These signings have put us in mid table, these signings have let us down so much that we are questioning a Liverpool legend, these signing may lead to lesser investment from FSG.

It was a terrible signing no doubt, but how we've dealt with getting rid of him subsequently (not to mention the fact we had clear knowledge of his future with us) has been far worse.
