You can't blame him for keeping his options open, he's in his 8th season now, when he signed for them they had the likes of Henry, Pires, Vieira, Bergkamp, Ljungberg, Cole etc and were competing for the league, More recently they've had the likes of Fabregas and Nasri, all of whom have left and he's their only real star player left, in all that time the only thing he's won is the FA Cup. You couldn't blame him if he left.
