I don't know about France, but in Spain I'm pretty sure they apply exceptions to professional sports and entertainment type people. I'd have thought Newcastle would want something like 15-20 million for Cabaye at this point in the transfer window, if they use the Carroll barometer they'll ask for something closer to 45 million.
