I think the only way to do it is to audit the big name players, and check their income against the clubs expenditure, and individually account for their other earnings.
Make it a tax issue.

I'd be interested to know what Leeds case is, Leicester finished 3rd from bottom so can claim that if Everton hadn't cheated they (Leicester) would have stayed up and Everton gone down instead, the same argument is probably what Burnley are using the previous season, but whether Leicester or Everton had gone down Leeds would still have been in the bottom 3 (even if they had taken maximum point off Everton).The only gracious way to accept an insult is to ignore it; if you can't ignore it, top it; if you can't top it, laugh at it; if you can't laugh at it, it's probably deserved.

Won't be popular on here but I think Everton should feel seriously hard done by. Was it £15m over the allowed losses? That's so small and you'd think that I small increase in revenues would've cut those losses. I don't think it can be classed ad cheating.
The Chelsea and Man City situations and far far more grave. If punishment is based on a scale, those two should be relegated 2 divisions with a 5yr transfer embargo, and I'm not joking

It wasn’t an accounting error though, they know they were pushing the limit and signed more players to stay in the division, giving them an unfair advantage over their relegation rivals. Of course it’s cheating and they’ve got off with almost no punishment. I'm not sure how to feel about the Everton case to be honest. As Kenneth says they were nearly £20m over the allowed values which itself equates to almost 20% excess, I would be happy for there to be some margin for error, but that would be like 5-10% IMO. Also I believe that they had already written off more than most clubs as Covid losses which I believe were in the same period, so they could have perhaps been given a little leeway in that too.
I also think it is easy to see this from our perspective, but to the clubs that went down it could be a more significant amount of money.
That said I believe that the charge Everton were punished one of the more minor charges City face, so the punishment for City needs to be proportionate to what Everton got, also City's punishment if found guilty shouldn't just be a one season punishment it needs to reflect the fact that they distorted the game and used dodgy financial arrangements to now make themselves look legitimate - the prize money from the dodgy years underpins their current (claims of) self sustainability.The only gracious way to accept an insult is to ignore it; if you can't ignore it, top it; if you can't top it, laugh at it; if you can't laugh at it, it's probably deserved.
