How does the draw work exactly - can any team draw any team? (Carling Cup site doesn't explain)

Do they pick out 8 first from the 16 and then those are the home teams then pick out another 8 (away teams) to match them?

If so:

Convinced we'll get the Mancs, Everton, City or Chelsea.
