I don't think United are ideal. Fergusson is too recent and too big a legacy and the squad isn't good enough. Arsenal would be great but Wenger will have that job until he wants to give up.
Despite the money City haven't had major European success and no recent managerial legends. It would become the (or at least a) Guardiola club if he did well. I think the caveats will be forgotten for the first manager to make the breakthrough for them - especially for European success in an era when City are the poster boys for PL clubs failures in the CL.
