Maguire reminds me of Stones at City in so much the pundits keep going on about he's great with the ball and can pick a pass etc.... that's great a PL player that can pass the ball problem is he's not a great defender and that's what he's paid to do!
For both Stones and Maguire I think a large part of that is them being English and having gone for large transfer fees. They are (or have been) generally regarded as England's best defenders. If they were foreign I think the pundits and press would be highlighting their mistakes alot more, but they don't want to undermine England's chances of winning the World Cup / European Championships / Nations League
