I wouldn't say that is a dig at Rafa. It's just that he wants to win the biggest prizes i.e. Premier League and Champions League. He's trying to adjust the mentality from underdogs (behind Man Utd and Chelsea) into winners, competing with Bayern, Barcelona, Real Madrid etc, being seen as their equals, not the underdogs.
