The Premier League are adamant Lampard's contract with City was for 12 months, with a break clause on December 31, which is at odds with what the champions have said.
When Lampard ended his association with Chelsea last summer, NYFC announced last July that he had signed a two-year deal, beginning on August 1 2014
City's own website then revealed the former England midfielder would join them on loan until December 31, whereafter he would take up his new role with NYCFC.
But City have since revealed Lampard did not sign a contract with NYCFC last summer and instead signed one with them, meaning there was no loan agreement in place.
