To be fair, he did also mention that Chelsea bought the titles back when they first started spending- but didn't mention that they spend so much back then and regularly since, that they have been fairly self sufficient for the last few years

I read an article online, and the tone seemed to indicate that, but when I re-read it, it was actually saying that 'they've not made any major purchases despite their first league win since 2009/2010 season'.

Thereby, it only means this summer.

Skysports article at the moment has it like this now at any rate -

Jose Mourinho says Chelsea's Premier League rivals are attempting to buy the title.

Buying success was a charge which used to be levelled at Chelsea during Mourinho’s first period in charge, which began soon after wealthy Russian Roman Abramovich purchased the club.

However, having claimed the title for the first time since 2009/10 last season, the Blues have not made any major purchases in the wake of that success, whereas Manchester City, Manchester United and Liverpool have all spent significant money on improving their squads.
