I'd say the reason for the 'harsh' sentence was to make an example of him. This kind of thing is on the rise, so it sends a message.

The fanzine thing. It wasn't offensive. Just really rubbish, missing every point imaginable, including the point that the magazine is trying to provide 'comment' on sensitive issues in the irreverant manner alluded to by Shaggy. Utterly clueless and completely witless in every sense.
