Willian secures 'Dream' Liverpool Spurs Chelsea move
The club are in a bit of a mess financially and have made a number of their players available for transfer so why be stupid enough to go straight in with a £30m bid. You may be able to get him cheaper.
With only a few weeks to go? You'd go that route this late in the TW.

To get the deal over and done with asap before other teams (probably) in the CL become interested.
Former Corinthians player, Willian, free to negotiate Anzhi exit
By Gustavo Hofman, the ESPN.com.br
Midfielder Willian, signed from Corinthians by Shakhtar Donetsk in 2007 and by Anzhi at the beginning of 2013 for 35 million euros is now free to negotiate a move away from his current employers.
Anzhi, a Russian club funded by the magnate Suleyman Kerimov, is set to put all of its most important players up for sale, in particular Samuel Eto'o, Jucilei and former Corinthians star Willian.
The midfielder won't even feature in Anzhi's next match this coming Saturday against Zenit in the Russian first division and his representatives are now free to listen to offers for his services.
Willian was close to moving to the English Premier League before moving to Russia but only Anzhi were willing to pay Shakhtar's asking price.
Manchester City, Tottenham and Chelsea have recently shown an interest in the Brazilian. Anzhi are even willing to sell him for less than the 35 million euros they forked out for his signature and England could be his destination of choice.
Willian broke into the Corinthians first team in 2007 and after just one successful year at the São Paulo outfit he was sold to Shakhtar for 20 million dollars, the then highest transfer fee ever received by Corinthians.

James Pearce @JamesPearceEcho 1m #LFC have made an enquiry for Anzhi's Willian but no bid yet. Deal for Granada left-back Guilherme Siqueira is close to completion.
