Think it's crap. The disadvantage to the second team is only if the first team score. Just leave it as it is. If the first team miss the second score 2 it's then flipped.

It's ****ing horse**** a defender can run away from the ball to obstruct an attacker trying any way possible to get it and as soon as the attacking player breathes on the defender they are penalised.

Now if the rule was that the home team always hit the first pen, there may be an argument for the change, but the fact you have a 50/50 toss to decide who goes first, makes it pointless IMO. So statistically if you have a 50% chance of hitting the first pen, then worse case scenario a 45% chance of winning the shootout, surely the overall difference is negligible.
