This is so odd. If what we're saying is true couldn't we hold them to the deal but just conclude it when the transfer market re-opens? That's if we still want him of course.

I could not foresee a time when I would send funds for something without a signed contract of sale
With money-laundering regulations in the UK banks are now asking us to submit an invoice and contract as verification of what we are actually sending money for
Its the same when you buy something like a house, you draw up a contract all parties sign it and the deal is completed when funds are transferred
The claims and counter-claims from both sides (us & Dnipro) make little or no sense
The way to do this is, as has been said, is to use an intermediary - either a local bank or lawyer who holds the money in a local account subject to an undertaking that he will not transfer it to Dnipro untill such time as an agreement is reached and the papers signed.
That way they can have the money on standbye right up until the deadline. If they waited until the papers were signed before getting the money lined up they could run out of time.
When they are talking about transferring the money what I suspect they mean is transferring it to the appointed intermediary.

I think its PR frankly from both sides and its basically who to believe because neither of them make much sense
