I saw the slow motion, he definitely got the ball first, it was a sliding tacking but I don't think they are illegal yet?
I'm sure the grass was slippy with all the rain and he had only just gone on so maybe he did misjudge the tackle a bit but he 100% touched the top of the ball first! enough to take it away from Valencia.
In my opinion the only reason he got a red was because the referee absolutely could not get away with not giving Valencia a red. Sterling got a red because the referee had to give Valencia a red and for me that's weak refereeing.

Friendly game cards count for other friendly games and tournament game cards count for tournaments.
The only ones that don't count are unofficial friendlies and England don't have many of them. Teams like Mexico and Brazil have loads of unofficial friendlies using players that play in their own local leagues.
