I understand the sentiment and I certainly don't think of 4th as being a victory but I don't agree.
English players that are good enough will get a chance to play in top clubs. Look at Sterling, Chelsea want to buy Stones from Everton so any English player good enough can make it!
Many argue that one of the reasons our clubs haven't been successful in the Champions League recently is because the EPL IS so competitive so the English CL clubs have to invest so much energy and time preparing for league games to stay in the CL. Their are no easy games in the EPL like in Spain where Barcelona and Madrid don't share the TV revenue or France that just has one big club etc.
I don't understand how you can say the EPL is poorer for quality. A few years ago we had teams like Bolton and Stoke closing down games and playing defensive to ensure they stayed in the league.
Now we have teams like Bournemouth, Watford and Norwich trying to stay in the league playing good football and clubs like Southampton & Swansea consistently challenging near the top playing good football.
Liverpool finished 4th in 2003/2004 to qualify for the 2004/2005 Champions League, which we won in Istanbul.
I don't think any Liverpool supporter needs any other reason for us to want the EPL to retain qualification to the CL with a 4th place finish.

You need top players to win the league, and to attract them you need Euro footy. Once you get in, you then need a decent squad to sustain the challenge on both fronts.
Football is broken.
They may as well get all of the owners of the top clubs together at the start of the season and ask them to compare who has the biggest yacht/hottest wife... biggest cock... or all three... and hand out the Champions League and domestic cups based on the results.
Broken.
They rely on the faithful (idiotic) masses turning up each week, or sitting at home paying money to Murdoch/BT in the vain hope of seeing something special.
