I thought the new rule was clear, when you give a penalty you can't also give a red, as the pen is punishment enough... had that been outside of the box, or violent enoguh to warrant a red anywhere on the pitch, then yes, but no way in this situation.
It's an accidental foul, i.e. He made a play for the ball but missed it. It's a caution and a penalty. Had he dragged him back or anything else deliberate then its a red and penalty.
