I thought the problem with Tevez and Javier was that West Ham don't actually hold hold their registrations.

The players belong to MSI or some other football investment company.

Apparently Tevez and Javier were hawked all round Europe before ending up at West Ham as many other clubs did not want to get involved with their owners.
