I used to work within the system that honoured the military, there weren't enough decent quality candidates for one particular year, so the top boss said to my superior, a Sgt at the time, "you know the standard, write one for yourself", which he did, and he got an BEM for his efforts, he was, of course, shocked to receive such an honour and accepted it wholeheartedly.

But I entirely agree with the sentiment, they have to be /earned/ over a lifetime of achievement, not a short span of just doing your job albeit excellently at times.
