It's difficult to quantify exactly what makes a great signing. Players like Rooney for £30m, for instance, surely explain themselves; not necessarily a great piece of transfer business, but simply the purchase of an extremely talented footballer. Sami Hyypia, on the other has, was plucked from relative obscurity and has been one of the best defenders the Premiership has ever seen.
Similarly, Patrick Vieira was signed for buttons and sold off at a great price, and after years of service to Arsenal. Granted, Henry made more of an impact but as far as transfer dealings are concerned I don't think there is much between the two.
