His wife is an Italian passport holder so qualifies through her, but will need to prove basic language skills and ability to fit into the culture. I'm not sure of the exact rules in Italy but depending on the country it can range from A1 (basic) to B1 (lower intermediate which takes time). you'd back him with your house in front of goal, but with a pen... Not so much.
Surprised he doesn't have a Spanish passport through naturalisation by now. He's been there for over 5 years.
The second part, he needs it because Serie A have limits on how many non-EU players you can register each season. So he needs it to be included in the squad.
